Summary The Utilities Services Technician provides customer service, processes residential and commercial applications for new water and sewer connections, and processes accounts receivable.
This position involves extensive billing system work, resolving customer problems, cash handling, and utilization of engineering maps to determine water and sewer availability.
Work is performed under the direction of the Account Services Manager.
Major Duties and Responsibilities Assists walk-in customers and customers via telephone and email with water and sewer service availability, current pricing for services, and assists with application completion.
Create billing system records including service address information, services, and apply charges.
Examine maps (GIS) and as-builts to determine water/sewer service availability and communicate service availability upon customer request.
Process payments for new services through billing system and prepare deposits in accordance with City Cash Handling Policy.
Determines necessity of capacity assurance, extension policy, private utility easements, and/or encroachments and guides customer as necessary.
Provide information about Design Manual and Extension policy, as well as other applicable City, County, or State requirements for new water/sewer tap installations.
Administers Financial Assistance/Connection Fee Loan contract process including application and loan setup in the billing system.
Process service dismantlement requests.
Help resolve complex issues with external and internal customers.
Performs other related job duties as assigned.
Knowledge, Skills & Abilities Knowledge of utilities and billing systems.
Knowledge of office machines (copiers, scanners, fax machines).
Knowledge of computers, GIS, and Arc Reader.
Knowledge of customer service techniques.
Knowledge of basic accounting processes.
Skill in basic engineering skills such as reading engineering maps.
Ability to work with others.
Ability to maintain positive work relationships.
PHYSICAL DEMANDS:
The work is sedentary work and requires exerting up to 10 pounds of force occasionally to move objects.
Additionally, the following physical abilities are required:
feeling, manual dexterity, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, mental acuity, reaching, speaking, standing, expressing ideas by spoken word, shouting above noises, visual acuity in data/color/observations/equipment/inspections, and walking.
WORK ENVIRONMENT:
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
Minimum Qualifications High school diploma or GED from an accredited school.
Three (3) years of related work experience.
Licenses, Certifications or Registrations:
Requires valid driver's license.
Desires AWWA certification.
Salary $50,339.
00 - $55,931.
