Summary:
To manage, direct, and coordinate the activities of the budgeting function in the transportation area; to coordinate budgeting activities with other divisions and departments; and to provide highly complex staff assistance to the Executive Director of Transportation.
Essential Duties:

) Manages, directs, and organizes the work of assigned staff performing duties related to budgeting, materials, parts and inventory management.
Recommends division goals and objective; assists in the development of and implementation of policies and procedures.
Processes payroll.
Prepares planning and forecasting reports based on data analysis.
Administers the transportation budget on a daily basis.
Advises transportation staff and divisions of budget and cost problems, policies, and procedures; assists in the maintenance of proper budgetary controls.
Coordinates the annual budget process for transportation initiatives; develops, reviews and analyzes budget initiatives, goals and accomplishments; prepares requests for additional positions.
Oversees the purchasing of transportation supplies (preparing bids, processing awards, preparing requisitions, reconciling receipts etc) with the assistance of the Inventory Systems Technician, the Parts Crew Chief, and in conjunction with the Purchasing department adhering to all purchasing policies and procedures.
Oversees the capital outlay and equipment replacement costs.
Develops and maintains information systems to provide position control and maintains accurate accounting of all transportation positions.
Conducts productivity and systems studies; analyzes, evaluates, and prepare reports from historical data (e.
g.
, vehicle operating costs); recommends improvements to policies, procedures, methods, and systems of operations to improve the efficiency and effectiveness of the transportation department.
Participates in recommending the appointment of assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implement discipline procedures; recommends employee terminations.
Performs administrative duties including processing payroll, generating State required reports, accident reports, workers compensation claims and inspection reports.
Attends and participates in professional groups and committees.
Assists the Executive Director of Transportation in performing revenue and expenditure projections as needed.
Perform related duties as assigned.
